WHEREAS, on December 1, 1991, more than 90 percent of the Ukraine citizens voted in a national referendum in support of independence, with majorities in every region;

WHEREAS, on December 5, 1994 when Bill Clinton was President, Ukraine agreed to nuclear disarmament by joining the United States, the United Kingdom, and the Russian Federation in signing the Budapest Memorandum whereby each country pledged to respect the sovereignty of Ukraine’s borders while refraining from the threat of or use of force against Ukraine; 1

WHEREAS, through the peaceful “Orange Revolution” in 2004 and the “Revolution of Dignity” in 2013, the people of Ukraine have used their collective voice to force freer and fairer elections and a truly more democratic political process; 1

WHEREAS, on February 20, 2014, during the second term of the Obama/Biden Administration, Russian President Vladimir Putin ordered Russian soldiers to invade, capture, and annex the Ukrainian territory of Crimea; 2

WHEREAS, on February 24, 2022, after a speech justifying renewed military action in Ukraine with a false claim that the action was undertaken for, “the protection of people who, during eight years, suffer from abuse and genocide from the Kyiv regime,” Russian President Vladimir Putin ordered Russian military units into the sovereign territory of Ukraine and explosions were almost immediately heard in the Ukraine capital city of Kyiv; 2

WHEREAS, no evidence has been found of “abuse” or “genocide” in Ukraine to support President Putin’s claims; 3

WHEREAS, in order to deter international aide to Ukraine, Russian President Vladimir Putin has announced he has put his nation’s nuclear capability on heightened alert; 4

WHEREAS, the democratically elected President of Ukraine, Volodymyr Zelensky, has vowed that the Ukrainian people will “fight back” against Putin’s threats to their freedom and has been seen in combat gear prepared to fight with his soldiers; 2

WHEREAS, Ukrainians from all walks of life have taken up arms against their Russian invaders, prepared to risk all they have for the freedom of their nation;

NOW, THEREFORE BE IT RESOLVED, on this 10th day of March, that we, the voting members of the Executive Committee of the Georgia Republican Party, stand in solidarity with the People of Ukraine and Ukrainian President Volodymyr Zelensky against the illegal and brutal invasion of their nation;

BE IT FURTHER RESOLVED that we join the millions in our nation, and around the world, including those Russians risking their own safety and civil liberties by openly protesting in St. Petersburg, Moscow, and other Russian cities, in condemning Russian President Vladimir Putin and his illegal invasion and call for actions that might halt violence, further peace, and result in Russian forces withdrawing from Ukraine leaving it in peace.

BE IT FURTHER RESOLVED that the Secretary of the Georgia Republican Party transmit a copy of this Resolution to:
